From here in French:
The announcement was made on September 10 2012 by the Commissioner of Education in Lagos State (Mrs. Olayinka Oladunjoye): Mandarin, the official language of the People's Republic of China, will be taught in public schools starting the next school year. This is the result of a meeting held with a delegation from the Confucius Institute at the University of Lagos..."The Institute is ready to assist the State with the necessary logistics to make the teaching and learning of the language easier."
After that a bit about how it will help with globalization and economic competitiveness, etc., what one would expect to hear with an announcement like this.
