Orta Asya enerji kaynaklarının ulaşım yollarında önemli değişim sağlayacak tarihi anlaşmayı Kazakistan Cumhurbaşkanı Nursultan Nazarbayev imzaladı. Kazakistan, inşa edilecek yeni Eskene-Kuruk petrol boru hattı ve Hazar denizi üzerinden de tankerlerle Bakü'ye bağlanacak.

Kazakhstan's president Nursultan Nazarbayev has signed a historical agreement to bring an important change to the transport of Central Asian energy resources. Kazakhstan will be connected to Baku through the Eskene-Kuruk (Iskene-Kuryk) pipeline now under construction, and the Caspian Sea.

Anlaşmaya göre Kazakistan'ın Eskene bölgesinden Kuruk limanına 730 km uzunluğunda yeni bir petrol boru hattı inşa edilecek. Kuruk limanına gelen petrol Hazar'ı tankerlerle geçerek Bakü'ye ulaşacak. Bakü-Tiflis-Ceyhan hattına (BTC) eklenecek sistemle Kazak petrolleri Türkiye'nin Ceyhan limanına ulaşacak. Böylece Ceyhan'a akan Orta Asya petrolü yüzde 50 artış sağlayarak yıllık 50 milyon tondan 75 milyon ton kapasiteye ulaşacak.

According to the agreement a new pipeline of 730 km in length will be constructed in the harbour of Kuryk in Kazakhstan's region of Iskene. The oil arriving at the harbour of Kuryk will reach Baku using tankers in the Caspian sea, making its way to Baku. The Kazakh oil will be transported to Turkey's port of Ceyhan using this system, an extension of the BTC (Baku-Tbilisi-Ceyhan) pipeline. With this the Central Asian oil flowing to Ceyhan will be increased by 50 percent, providing a yearly capacity of 50 to 75 million tons.

Azerbaycan Devlet Petrol Şirketi ile Kazakistan KazMunaiGaz, BTC'ye dahil olma konusunu 2002 yılından bu yana müzakere ediyordu. Uzun süredir tartışılan Hazar ve Orta Asya enerji kaynaklarının Türkiye üzerinden pazarlanmasını sağlayacak yeni petrol boru hattının inşası ve BTC'ye dahil olma ile ilgili anlaşmayı Kazakistan parlamentosu alt kanadı 26 Mayıs'da onayladı. Ardından üst parlamentonun onayını alan anlaşmaya Kazakistan Cumhurbaşkanı da imza koydu.

State Oil Company of Azerbaijan Republic (SOCAR) and Kazakhistan's KazMunayGas had had discussions from 2002 until now on subjects including this. The construction of a new oil pipeline that would provide energy resources from the Caspian Sea and Central Asia through Turkey to be put on the market and an agreement including the BTC pipeline was approved by Kazakhstan's lower house of parliament parliament on the 26th of May. Following that the president of Kazakhstan added his signature to the agreement containig the approval of the upper parliament as well.

2006 yılında faaliyete başlayan BTC, 1767 kilometre uzunluğunda. Hattın 443 kilometresi Azerbaycan topraklarında, 248 kilometresi Gürcistan topraklarında ve 1076 kilometresi de Türkiye topraklarında yer alıyor. Hatta Eskene-Kuruk-Bakü hattının 2013 yılında dahil olması ile birlikte günlük kapasite 1,6 milyon varile ulaşacak. 28 Mayıs'da ikinci yılını tamamlayan BTC üzerinden şimdilik günlük 1 milyon varil petrol batı piyasalarına ulaşıyor.

The BTC pipeline which went into effect in 2006 is 1767 kilometres in length. 443 kilometres are located in Azerbaijan, 248 kilometres in Georgia, and 1076 kilometres in Turkey. Including the Eskene-Kuruk-Baku line in 2013, the total daily capacity will be 1.6 barrels. The BTC pipeline which finished its second year on the 28th of May now provides 1 million barrels of oil to western markets.

Petrol boru hattında BP'nin yüzde 30,1, Azerbaycan BTC'nin yüzde 25, Chevron'un yüzde 8,9, Statoil'ın yüzde 8,71, TPAO yüzde 6,53, ENİ'nin yüzde 5'le, Total'in yüzde 5%, Itochu'nun yüzde 3,4, INPEX'in yüzde 2,5, ConocoPhillips'in yüzde 2,5 ve Hess'in de yüzde 2,36 ortaklığı bulunuyor.

The share of the pipeline is as follows: BP with 30.1%, Azerbaijan BTC with 25%, Chevron with 8.9%, Statoil with 8.71%, TPAO with 6.53%, ENI with 5%, Total with 5%, Itochu with 3.4%, INPEX with 2.5%, ConocoPhillips with 2.5% and Hess with 2.36%.

Moskova, yeni petrol boru hattını Rusya'nın bölgedeki etkisini zayıflatmaya yönelik bir girişim olarak değerlendiriyor.

Moscow views the new oil pipeline as a development bringing a weakening of its influence in the region.
