The group will construct the sixth electric power plant in the city of Balkanabat in the west of the country. So what info does Wikipedia have on Balkanabat?
Balkanabat (Балканабат), formerly Nebit Dag, is a city in western Turkmenistan, and the capital of Balkan Province. It is located at 39.5119° N 54.365° E, at an altitude of 17 meters, some 400 kilometers from Ashgabat. As of 2006, the city had an estimated population of 87,822. Balkanabat lies at the foot of the Balkan Daglary mountain range.

The former name, Nebit Dag, means "Oil Mountain" in the Turkmen language, and is named for the large mountain of the Balkan Daglary range. It was founded in 1933, as a stop on the Trans-Caspian Railway.

It is an industrial center for petroleum and natural gas production. The city is served by Balkanabat Airport. The city is connected to Ashgabat by Turkmenistan Airlines, as well as by train and bus.

There's some information in Turkmen as well. Let's see if I can translate it too:
Balkanabat, (Önki ady Nebitdag) bir şäher Türkmenistan'da. Balkan welayatynyn merkezi. Aşgabat'a 450 km, Türkmenbaşy'a 150 km uzaklykda. Uly Balkan dagynyn eteginde.
Balkanabat (former name Nebitdag) is a city in Turkmenistan. It is the centre of the Balkan province. (deleted one sentence here that might have been population) It is 450 km from Ashgabat, and 150 km from Turkmenbashy. It is at the foot of the Uly Balkan mountain.

History:
Balkanabadyn taryhy ilkinji gezek 1933 yylyna baryar. Şol wagt, Balkanabat Trans-Kaspi Demiryolynda bir duralga hökmünde döredildi.
Balkanaban's history first starts (I think) in 1933. At the time, Balkanabat was a stop for the Trans-Caspian Railway.

Okay, that's enough Turkmen language for me today I think.
