How French failed to become the universal language a century ago

This article about French anti-Esperantism (or anti-IALism channeled through Esperanto) in French is a fun read. The title: Il y a un siècle, quand le français faillit devenir langue universelle. One interesting part is about a certain Paul Chapellier who proposed an eventual fusion of French and English (I think), beginning with an agreement between France, England and the US where English would be taught in France as an obligatory subject and vice versa in England and the US, and that would bring a kind of mutual hegemony between the two. An actual fusion of the two languages, if well designed, would probably look like Occidental.
