Confucius Institutes to reach 500 by 2020

The current number is around 400, and there should be Confucius Institutes in 500 cities around 2020. For reference, the institute began operations in 2004, so it's probably nearing the end of its first phase of mad expansion and is choosing cities now at a slower pace than before.
