BTC Boru Hattı

Bakü – Ceyhan ile ilgili en önemli gelişmelerden biri Kasım 1999’da İstanbul’da yapılan Avrupa Güvenlik ve İşbirliği Örgütü konferansında yaşanır. Hattın ismi Bakü – Tiflis – Ceyhan olarak değiştirilir. Yine aynı konferansta, Bakü’den Erzurum’a uzanacak olan bir doğalgaz hattı konusunda da anlaşmaya varılır. Bu hatla Azerbaycan’a ait Şahdeniz bölgesinden doğalgaz taşınması planlanır.
One of the most important developments with Baku - Ceyhan was in November 1999 in the Organization for Security and Cooperation in Europe conferance in Istanbul. The name of the line was changed to the Baku - Tbilisi - Ceyhan line. Also in the same conference another agreement was reached for a natural gas pipeline from Baku reaching to Erzurum. With this line it was planned that natural gas would be transported from Azerbaijan's Şahdeniz region.

Bu konferansın ardından BTC hattı ile ilgili konularda bir hızlanma yaşandı. Geçen süre içersinde, petrol boru hattının yapımında gerekli her türlü ön çalışma yapıldı ve 10 Eylül 2003’te boru hattının inşasına başlandı. 17 Eylül 2002’de de Azerbaycan’ın Sangaçal yöresinde ilgili devletlerin başkanlarının katıldığı bir temel atma töreni yapıldı. 10 Haziran 2003 tarihinde altıncısı yapılan Üç Denizin Hikâyesi adlı konferansta, Türkiye Cumhurbaşkanı Ahmet Necdet Sezer yaptığı konuşmada BTC hattının ne kadar önemli olduğunu bir kez daha vurgulayarak, bu hatta Kazakistan’ın da dahil edilmesi gerektiğini belirtti.
From this conference there was a speeding up of topics related to the BTC line. Within the preceding period all necessary groundwork was done for the construction of the oil pipeline, and on the 10th of September 2003 the construction began. On September 17 2002 in Azerbaijan's Sangaçal region there was a foundation laying ceremony with the participation of the country's related ministers. In the 6th Three Seas Story conference on June 2003, the president of Turkey Ahmet Necdet Sezer gave a speech stressing again how important the BTC would be, and that Kazakhstan needed to be included as well.

Azerbaycan bütçesindeki toplam gelirin yaklaşık olarak %50’si petrol ihracından gelmektedir. Azerbaycan’ın toplam ihracatının %90’ı da petrol ve doğalgazdan oluşmaktadır. Petrol ve doğalgaza bu denli bağlı bir ülke için, bu ürünleri taşıyacak boru hatları da son derece önemli.
Approximately 50% of the total revenues for Azerbaijan's budget come from oil exports. 90% of Azerbaijan's total exports also come from petrol and natural gas. For a country this connected to petrol and natural gas, a pipeline able to transport these products is of crucial importance.
