EU-toppene mener forholdet til Russland er ved et veiskille, men innfører ikke sanksjoner mot landet som følge av krigen i Georgia.

EU leaders believe the relationship with Russia is at a crossroads, but will not introduce sanctions against the land as a result of the war in Georgia.

EU vil nå bruke de neste månedene til å evaluere forholdet til sitt store naboland i øst, ifølge et utkast til uttalelse fra det ekstraordinære EU-toppmøtet i dag.

The EU will now use the next months to evaluate the relationship with its large neighbour in the east, according to a draft statement from the extraordinary EU summit today.

Denne perioden vil trolig vare fram til november, da det neste EU-Russland-toppmøtet holdes.

This period will probably last until November, when the next EU-Russia summit is held.

I utkastet, som ble lekket ut i pressenteret ved møtestart i ettermiddag, slås det også fast at forholdet mellom de to stormaktene er «ved et veiskille».

In the draft, which was leaked out in the press centre in a meeting in the afternoon, but it also confirms that relations between the two large powers is "at a crossroads".

Den russiske anerkjennelsen av de georgiske utbryterregionen Sør-Ossetia og Abkhasia blir også fordømt av EU-toppene, og andre land oppfordres til ikke å følge Russland i saken.

The Russian recognition of the Georgian breakaway regions South Ossetia and Abkhazia were also condemned by the EU leaders, and other countries are encouraged not to follow Russia on the matter.

Flere EU-land, blant dem Storbritannia, tok før møtet til orde for at Georgia-krisen burde føre til at forhandlingene om en ny samarbeidsavtale mellom EU og Russland burde legges på is.
Many EU lands, among them Great Britain, took to order before the meeting to say that the Georgia crisis should lead to a new cooperation agreement between the EU and Russia being put on ice.

Dette ble imidlertid avvist av Tysklands forbundskansler, Angela Merkel.

This was rejected however by the German chancellor, Angela Merkel.

– EU bør ikke bryte båndene til Russland, men tale et klart språk, sa Merkel på vei inn til møtet.

– The EU should not break ties to Russia, but speak in a clear language, said Merkel on the way in to the meeting.

– Jeg ønsker at EU nå opptrer enhetlig. Det har en verdi i seg selv, sa Merkel.

– I hope that the EU will now act uniformly. This has value in itself, said Merkel.

På forhånd var det også klart at sanksjoner mot russerne ikke var på dagsorden.

It was clear in advance that sanctions against Russia were not on the agenda.

Merkel ga uttrykk for at hun er skuffet over at Russland ikke har holdt seg til sekspunktsplanen som den franske presidenten, Nicolas Sarkozy, forhandlet fram tidligere i august, noe som også vil gå fram av slutterklæringen.

Merkel showed that she is disappointed that Russia has held to the six-point plan that the French president Nicolas Sarkozy negotiated earlier this august, which will also go up on the ending statement.

Flere EU-land ønsker at Georgia-krisen nå fører til et enda sterkere bånd til naboland i øst for EUs del. Dessuten vil flere nok en gang ta til orde for å løse opp EUs store avhengighet av russiske olje- og gassressurser.

Several EU countries want the Georgia crisis to lead to even stronger ties to the east of the EU. In addition, several want to address fixing the EU's large dependence on Russian oil and gas resources.

EU-tungvekteren Merkel gjorde på sin side klart at EU vil bidra til sivil oppbygging i Georgie i tiden framover.

Samtidig skal EU sende rundt 100 sivile observatører til Georgia. Dette ble klart samtidig som Russland inviterte EU til å bidra i en internasjonal politistyrke i to sikkerhetssoner mellom Georgia og utbryterregionene Sør-Ossetia og Abkhasia.
